This layer contains polygon features that represent the extent of proposed parcels sourced from subdivision related applications approved through the NSW Planning Portal. The layer visualises the progression of subdivision developments across NSW, increasing efficiencies and coordination of planning and land development.

NSW Proposed Parcel capture process

Cadastre NSW provides a subdivision digitisation service that underpins near real-time mapping of property development across NSW. Cadastre NSW has been fully integrated with the NSW Planning Portal since September 2022, enabling Local Government Authorities (LGAs), state government departments, state utility providers and private industry to securely view digitised plans. 

Upon submission of a subdivision-related Development Application or Subdivision Certificate Application, PDF plans are automatically referred to Cadastre NSW for digitisation. Following capture, the digitised files are returned to the NSW Planning Portal and appended to the relevant application. 

DCS Spatial Services aggregates data from these digitised files to generate the NSW Land Subdivision Pipeline layer.

Use Limitations 

Digitisation commenced in September 2022 and not all applications can be digitised. 

Subdivisions considered state significant developments have not been captured or displayed. 

Proposed parcels are retired from spatial layers in the following ways: 

A proposed parcel that is part of an approved Development Application is retired from the Development Application (Subdivision) layer when the corresponding parcel appears in an approved Subdivision Certificate Application. This occurs automatically when data is successfully matched to a Subdivision Certificate Application via the related EPlanningCase attribute. 

A proposed parcel that is part of an approved Subdivision Certificate Application is retired from the Subdivision Certificate layer when a corresponding registration notification from NSW Land Registry Services is received by DCS Spatial Services. This only occurs when a Pre-allocated Plan Number is correctly attributed to the Subdivision Certificate Application. Proposed parcels are retired from all layers, including the Subdivision Certificate (Registration Notified) layer, when a corresponding parcel has been updated in the Digital Cadastral Database (DCDB). 

Where automatic matching is not successful, proposed parcels are manually retired when identified. As a result, parcels may appear in multiple layers and the DCDB. Only valid subdivision plan documents that have been correctly uploaded to the Planning Portal are able to be digitised. Digitisation is subject to geometry and typographical data entry errors. It is essential for users to refer back to application documents to validate the information digitised. 

The spatial position of the parcels is determined based on connections to survey control shown on the PDF plan or otherwise through a best fit to the DCDB. Errors on PDF plans are also generally reflected in the digitised data. 

The attribute of CaseStatus reflects best available information to DCS Spatial Services and may not be correct, users should refer back to NSW Planning Portal as the source of truth for this information.
